For our client, located in Brussels, we are looking for a Portfolio Resource Manager Service.

In the Portfolio Management Office team, you will be responsible for the activities in the domain of resource management.
You will ensure that the required resources (human resources, materials & services, planned grid outages) are made available to realize the planned investment portfolio of grid construction projects (substations, overhead lines, underground cables, telecommunication), and that the portfolio planning process takes into account potential resource constraints.


Day-to-day portfolio resource management

o Consolidate and analyze the different resource needs throughout the project portfolio (human resources, grid outages, procurement needs/market capacity)
o Build and maintain a comprehensive forecast of the available resource capacity (mid-term & long-term).
o Proactively pinpoint resource constraints/problems/scheduling conflicts, and identify solutions and escalate issues where necessary
o Perform quality control & challenging of the formulated resource needs
o Coordinate the monthly operational resource management process:
monitoring of portfolio delivery progress, deciding on corrective measures in case of resource conflicts and deciding on start-up of new projects entering the portfolio.
o Maintain a dialogue with functional management, Human Resources and Purchasing about short & long term staffing needs

Portfolio planning/arbitration

o In collaboration with the rest of the Portfolio Management Office team, define a yearly arbitrage proposal: a proposal of the portfolio composition for the next 5 years, for approval by the decision committee.
o This proposed portfolio composition considers the different aspects of portfolio planning: maximizing business & societal value, optimal usage of resources, in line with legal and regulatory boundary conditions.

Defining Portfolio Resource Management Principles

o Actively contribute to the definition, development, and continuous improvement of portfolio management principles.
o Propose, define & participate in improvement initiatives:
 Resource estimation models for construction projects
 Data quality control & assurance
 Feedback loop from timesheets to resource estimation models
 Contribute to business analysis to improve resource management processes.
 Detecting process inefficiencies or issues & propose improvements.

Portfolio analysis and assessment

o Perform cross-program analysis, highlight portfolio-level risks and issues, and follow-up that these risks & issues are addressed in a proper and timely way throughout the portfolio.
o Define & implement indicators to measure portfolio performance.

Portfolio views and reporting

o Define portfolio views and reporting designs, in order to inform the different stakeholders and decision-makers properly.
o Collaborate with Business Analysts to ensure that the necessary data gathering, manipulations and quality checks are set up in the IT tools, to generate high quality reporting’s.



• You are analytical, rigorous and autonomous
• You have a master’s Degree with technical and economical knowledge
• You have 5 years of experience in resource management or project management.
• You are able to gather data from many different stakeholders
• Sufficient credibility and authority to work with program managers
• You have a good understanding of stage gate process
• You are fluent knowledge of Dutch and French
• You are proactive, strong communicator and team player.
